Thomas Fischer holds an MA (Honours) in psychology from the Friedrich-Alexander-University of Erlangen-Nürnberg and received training in behavioural psychotherapy from the Otto-Friedrich-University of Bamberg in Germany.
For almost 15 years he was first Junior, then Senior and finally Coordinating Senior Researcher at the Innovation in Learning Institute (ILI; formerly FIM-NewLearning and FIM-Psychology) at the Friedrich-Alexander-University of Erlangen-Nürnberg. During this time he was participating in and coordinating more than 40 national, European and international Research and Development (R&D) projects with a funding amount of more than 1.5 million Euros.
He is currently working as an Independent R&D Consultant and is an associated Senior Researcher for the MENON Network EEIG (Belgium and Greece), New Technologies for Learning in Europe (NTL; Germany) and the Hellenic Association for Education (HAEd; Greece).
He is the founder and director of level (Research • Development • Evaluation • Consultancy) based in Nürnberg, Germany with two affiliated representations in Brussels, Belgium and Athens, Greece.
He is also a Fellow of the European Distance and E-Learning Network (EDEN); member of the Programme and Evaluation Committee for the Annual Conferences and Research Workshops of EDEN, for Online Educa Berlin (OEB) and the Plymouth e-Learning Conference (PELeCON); member of the Editorial Board of the Journal of Intergenerational Relationships (JIR), scientific reviewer for the Journal of Education and Information Technologies (EAIT), Interactive Learning Environments (ILE) and the European Journal of Open, Distance and E-Learning (EURODL); juror in national and European e-Learning awards; speaker and chair at national, European and international conferences, workshops and seminars.
His experience includes European and national research, development and project management e.g. under LLP (especially Grundtvig, KA3 ICT; Leonardo da Vinci, Socrates), FP6, FP7, IST, JRC, eLearning Action Plan & Programme, INCO Copernicus, ESPRIT and ADAPT programmes of the European Commission and within international and national projects.
His main R&D interests and activities include: i) Action research in social inclusion, e-Inclusion, Digital Divides as well as for hard-to-reach persons and persons-at-risk; ii) Research and Development in intergenerational, adult and later life learning; iii) Design, innovation and evaluation of blended Learning 2.0 solutions in different areas and for different target groups (e.g. intergenerational learning, tele-working; for seniors, prisoners, drug addicts, women returning to work, persons with special needs); iv) Market observation, forecast studies, statistics, indicator and index systems for Technology Enhanced Learning (TEL) in Education & Training (E&T) systems and for Lifelong Learning (LLL); v) Research on Learning 2.0 standards and quality aspects; and vi) research projects in the areas of clinical and forensic psychology and psychology and the law.
